When you register on the live website
www.pesapal.com the Consumer Key and Consumer Secret are sent to the email that you used to register.
If you register on the Sandbox demo.pesapal.com, you can get the Consumer Key and Consumer Secret on the Dashboard once you login, just below the list of latest transactions
